Apply for Miscellaneous Consular Services

(A) General Information

Various Miscellaneous Consular Services (other than Passport/Visa/OCI) are provided by the Consulate General of India, Birmingham.

(I) Miscellaneous Consular Services directly from the Consulate General of India, Birmingham.

OR

(II) Miscellaneous Consular Services through the outsource service provider i.e. VFS Global Ltd.

List of these services is given below.

(I) Miscellaneous Consular Services provided directly at the Consulate General of India, Birmingham

  1. Execution of Power of Attorney for Civil/Property/Financial matter.
  2. Execution of Will/Gift Deed.
  3. Attestation/Execution of Affidavit/Court Document.
  4. Life Certificate for Pension or any other purpose (for PoA/LIC).
  5. No Objection Certificate (NOC) for Transportation of Mortal Remains (human body) of Indian national or Foreign national with OCI Card.
  6. Registration of Death (Indian national) died in the UK.
  7. Sworn Affidavit for issue of Passport to a minor child residing in India.
  8. Re-issuance of International Driving Permit (IDP).
  9. Solemnization of Marriage under the Foreign Marriage Act 1969.
  10. No Obligation to Return to India (NORI) Stage – I and Stage - III.

(II) Miscellaneous Consular Services provided through our outsourced service provider [VFS Global Ltd]

  1. Birth registration of minor child eligible for Indian nationality under section 4(1) of the Indian Citizenship Act, 1955.
  2. Police Clearance Certificate.
  3. Certificate for Transporting Human Ashes to India.
  4. NRI Certificate / NRI Parity Certificate (for sponsoring Admission in School/College of Indian student in NRI Quota in India).
  5. Attestation of Indian documents (Birth/Death/Marriage/Educational Certificates etc.) duly apostilled / legalized by the Ministry of External Affairs.
  6. Attestation of Apostilled Foreign documents (UK) (Birth/Death/Marriage/Educational Certificates etc.) duly apostilled / legalized by the Foreign, Commonwealth & Development Office, UK (FCDO).
  7. Attestation Copy of Indian Passport, Indian Driving Licence, OCI Card, Aadhaar Card, or any Other Miscellaneous Certificate based on Indian Passport.
  8. Attestation of Documents for Making Application for Allotment of Direct Identification Number.
  9. Attestation of Documents for Making Application for Allotment of Permanent Account Number in respect of UK Based Companies or Individuals.
  10. Attestation of Sponsorship Letter for Visit of a Person from India to the UK.
  11. Counter Attestation of Apostilled Documents from the FCDO, UK.
  12. Non-Acquisition of Indian Nationality Certificate (NAC).

(B) How to apply (Procedure)

(I) Miscellaneous Consular Services directly from the Consulate General of India, Birmingham

Applicant has to apply for below mentioned Consular Services through eCCSS Portal only.

  1. Execution of Power of Attorney for Civil/Property/Financial matter.
  2. Execution of Will/Gift Deed.
  3. Attestation/Execution of Affidavit/Court Document.

PROCESS FOR THE ABOVE (1 TO 10) MISCELLANEOUS CONSULAR SERVICES:

Important: For the above (1 to 10) Miscellaneous Consular Services, it is mandatory to register the applicant on the above mentioned eCCSS portal before in-person visit to the CGI, Birmingham.

Once you are ready to apply for Consular Service, please click on below mentioned link and the system will redirect you to eCCSS portal:

Please check the required documents, fees, etc. for particular Consular service without registering on eCCSS portal. Once you are sure that you would like to avail particular consular service please follow the below steps.

Steps to Apply:

  1. Signup and create your account using the New User Tab at https://indianconsularservices.mea.gov.in/consularServices/
  2. Activate your account using OTP received on your registered email ID.
  3. Please login into your account and apply for the required service.
  4. Users can also avail multiple services with the same account.
  5. After selection of the service, please upload the necessary documents on eCCSS portal.

Note: CGI, Birmingham has no agents for rendering these services and applicants.

Fees:

When the applicant visit the CGI, Birmingham in-person with prior appointment, he/she needs to bring all original and copies of supporting document as mentioned in service-wise document list. Specified fees must be paid in CASH only at the Consular Counter, CGI, Birmingham. Please try to tender exact fee amount. All fees are non-refundable.

Personal Cheques, Credit or Debit Cards or any other Banking Instruments will not be accepted.

The Mission reserves the right to reject attestation of documents, if the contents are considered objectionable or contrary to the Rules.

After Submission:

  • On successful submission of the documents, an electronic acknowledgment will be generated, which the applicant can print after logging in to his/her account.
  • After scrutiny of the documents by the Mission, the applicant will receive confirmation for payment of fees, which can be seen in the dashboard of his/her account.
  • On receipt of confirmation for payment of fees, the applicant needs to choose an appointment date through user dashboard on eSewa portal and secure online appointment for consular service before visit Consulate General of India, Birmingham in-person with all original and copies of documents to submit and sign before the consular officer at the Consular Counter, CGI, Birmingham for requested consular services.
  • The original copies of the documents will be matched and verified with the uploaded documents before providing consular service to the applicant.

(II) Applications for Miscellaneous Consular Services through VFS Global

Applications for the below-mentioned Miscellaneous Consular Services, applicants are required to submit their application at the VFS Global application centres in person with prior appointment:

  1. Birth registration of minor child eligible for Indian nationality under section 4(1) of the Indian Citizenship Act, 1955.
  2. Police Clearance Certificate.
  3. Certificate for Transporting Human Ashes to India.
  4. NRI Certificate / NRI Parity Certificate (for sponsoring Admission in School/College of Indian student in NRI Quota in India).

Applications for the above (C (II) 1 to 13) services are required to be submitted at the VFS application centres in person with prior appointment.

(D) Commercial Documents or any Apostilled Document

Please note that No Commercial Documents are attested by the Mission. The same should be apostilled from the Foreign, Commonwealth and Development Office (FCDO) UK for presenting in India.

Apostille Convention:

The Hague Convention, to which India and UK are signatories, abolishes the requirement of legalization for Foreign Public Documents. With the certification by the Hague Convention 'Apostille', the document is entitled to recognition in India and vice versa and no certification by The Consulate General of India, Birmingham is required. The Convention applies to public documents which have been executed in the territory of one Contracting State and which have to be produced in the territory of another Contracting-state.

The Consulate General of India, Birmingham does not certify the genuineness of any document issued by authorities in India. If any document issued by authorities in India (such as Birth and Death Certificates, Affidavits, Educational Documents / Diplomas, Marriage Certificate and Driving Licence, etc.) are required to be presented to authorities in the UK, these should be apostilled in India. It is not mandatory that the apostilled documents should be attested by The Consulate General of India, Birmingham officials before presenting it to authorities in India.

(E) Note

Note: The Consulate General of India, Birmingham has not appointed or authorized any other agency or individual agent to render any service on behalf of the CGI, Birmingham other than M/s. VFS Global Services (https://services.vfsglobal.com/gbr/en/ind) and it shall not be responsible for any transaction made with unauthorized agencies/agents.

Under Indian law, Indian citizens who have acquired foreign citizenship are required to surrender their last held Indian passports and obtain a Surrender Certificate for Indian Passport, immediately after acquisition of foreign citizenship. In view of this provision, such individuals intending to apply for Consular Services should submit a copy of the Surrender Certificate/Deemed Surrender Certificate/Renunciation Declaration to obtain the required service with prescribed documents.

In cases where the such applicants for Consular Services have already acquired Indian Visa after the acquisition of foreign citizenship or if they have obtained OCI/PIO Card after the acquisition of foreign citizenship, they need to submit a copy of their Indian Visa page or a copy of their OCI/PIO Card (as the case may be) while applying for Consular Services.

In short, such applicants while applying for Consular Services are required to submit EITHER copy of their Surrender Certificate/Deemed Surrender Certificate/Renunciation Declaration OR a copy of their Indian Visa page OR a copy of their OCI/PIO Card along with their application for Consular Services.
